If a drive is not being recognized then the only option is to send the drive to specialized data recovery company, it seems that the drive has some physical error, the data recovery company will open the drive in clean room, analyze the drive then correct the fault and recover the data.
If the drive is recognized by the windows then hook it on to your computer, and run any good data recovery software. But this will be only possible it the drive is being detected by the windows.
