I have 1 file that got deleted by me using a batch command to delete it. It bypassed the recycle bin and was just gone. The file is 10gb in size and does not appear to have a file extention. The drive was a external usb drive. The drive's capacity is 74gb and there was about 60 gb free. Where did this file go. It cant already be permenatly gone can it?

The drive was external drive so the file can be recovered easily using any good data recovery software. Just download any data recovery software and give it a try.
The only situation where there is chance of data loss is that the partition is OS partition, only then the file with large size can be overwritten but not in your situation so give it a try.

I already tried like 5 different software's
cant find it in any program
I read somewhere if a file is deleted through a line command as i did the file is gone and unrecoverable which would explain why i cant find it |

I think you havent tried Kernel for Digital Media recovery software.
Give it a try and you will be surely benefitted.

| all that does is recovery photos from flash drives and memory cards it sounds like. Have you used this on a regular hard drive? Will it find other files except image files? |
